Josip Horst was a member of the Court Commission for a tour of Istria, Kvarner and Dalmatia (1801-02), whose purpose was to investigate the economic situation in these countries, so that the authorities could take appropriate measures to regulate the economic and administrative conditions in them. In his notes and diary from that trip, he brought a list of the most important plant species at each station where the committee stopped: for example, he brings 45 species for Kopar, 11 for Izola, 10 for Piran, and 40 species for Pula (13 for the unnamed part of the city, 4 for the urban walls, 11 for the garden of the Franciscan monastery, 12 for an unnamed islet near Pula), for Topolovac 2 species, Motovun 7 species, Buzet 10, Žminj 6 and Rovinj 13. He also brought similar lists for places in the Kvarner area (e.g. for Trsat and the islands of Krk, Cres, Lošinj, Susak, Rab and Pag). However, he also recorded observations and impressions about the people he met, about church buildings, food, etc., outlining the circumstances and life in general in those regions at the beginning of the 19th century. The Italian manuscript of those records, which was kept in the HAZU Archive, was published in a translation by Krešimir Cvrljko by the branch of Matica hrvatska (MH) in Rijeka in 1993 under the title Botanical route around Istria, the Kvarner Islands and Dalmatia, begun on August 14, 1801, and completed on 6 August 1802
